I was told at Home Depot that the $.45 charge is for when returning a purchased can of paint. The same clerk told me to Google for drop off location. I did.
PaintCare.org is American Coatings Association response to state laws to take back unwanted leftover paint. Not empty or leaky cans. Unlike bottles, my $.45 was not a deposit to be returned.
According to NYS Post Consumer Paint Collection Program, “(t)he fee is not a tax nor a deposit.” Then why am I being taxed on the $.45? NYS Sales Tax rate is 8.875%.
