New Yorkers with zero healthcare experience are allowed to care for their elderly or disabled relatives and friends — potentially earning more than $43,000 a year — under a $6 billion Medicaid program that’s been rife for fraud, abuse and overuse for years, insiders say.

You have seen the commercials. Consumer Directed Personal Assistance Program (CDPAP) is a Medicaid program to help lower cost of long-term care for someone requiring bathing, dressing, getting in and out of bed, walking, using the toilet or eating.

The rule was loosened in 2015 when led to an explosion of intermediaries from 7 to 700.

I propose any advertisement that are based on government funding must include qualification rules submitted to Consumer Protection Agency for approval or face a fine and forfeiture of doing business.

CDPAP payout in New York totaled $9 billion in 2023 from $2.5 in 2019. Loss and fraud continues in 2026 expecting to hit $12 billion in 2025.
