Tow trucks would be near schools, subways, alternate side cleaning streets responding to blocked driveways, illegally parked spots such as bus lanes and fire hydrants, emergencies situations… ready to act.

A resident at 98 Street abutting the abandoned Rockaway Beach Branch of the LIRR track is concerned that an overgrown tree on the side of the tracks could topple. Who would be responsible?
