If it’s complicated, why legalized it? Do you think those 1,500 or so stores selling cannabis unlicensed, unregulated, crime-targets pay taxes, irregardless of whatever rules imposed by Albany? Unlike cigarettes and alcohol, why is there no “card” enforcement for those selling to people under the age of 21?
